Action: A motion was made by Ray Werner that the Board accept the staff recommendation
to allocate $35,000 to pay for the CWCB's cost-share portion of 7 feasibility
studies. The motion was seconded by Janice Sheftel and approved
unanimously (8-0).

20f. Severance Tax Operational Account - Proposed Projects - Stream Gaging Stations.

Action: A motion was made by David Smith that the Board accept the staff recommendation
to allocate $40,000 to continue to maintain and install additional stream gage
stations to monitor stream flow at selected locations statewide, with the
Board further requesting creation of a Statewide Strategy for Prioritizing
Gage Improvements. The amended motion was seconded by Alan Hamel
and approved unanimously (8-0).

20g. Severance Tax Operational Account - Proposed Projects - CSU Lower Arkansas
and Cooperative Extension Unit - Lower Arkansas River Water Quality Study
20h. Severance Tax Operational Account - Proposed Projects - Conservation Plans for
Local Water Users in Accordance with Bureau of Reclamation/CWCB Cooperative 5-
Year Agreement.

Action: These two items were taken together. A motion was made by Janice Sheftel that the
Board accept the staff recommendation on both these Water Conservation
Program items, for $45,000 and $20,000 respectively, to be paid for out of
the Severance Tax fund. The motion was seconded by Alan Hamel and
approved unanimously (8-0).

21a. Water Project Construction Loan Program - Special Purpose Accounts - Arkansas
River Augmentation Loan Account - Replacement of Funds.

Action: A motion was made by Allen Davey that this fund should be created through
Construction Fund legislation, and that $2,000,000 should be placed in this
new account. The motion was seconded by Alan Hamel and approved
unanimously (7-0).
