out in January. but we. won't.

I would like to introduce the new members of the staff. As you know.
the legislature authorized five new staff members. We have been slowly
getting those selected as a result of examinations. We have had three
retirements, or will have three retirements by the end of this year.
We also have had three people resign. So we are still not even with I
the staff we had a year ago. I would like to emphasize that we still
have staff vacancies in the section that handles flood control and soil
conservation. and vacancies in our project planning and construction
section. Our environmental section is full or at least up to our autho-
rized strength. Previously we only had one man in that section. Mr.
Helton has been trying to handle all of the things like wilderness areas.
wild rivers and the stream flows that we heard this morning. We have
been able to add members to that section and the other sections as well.

So I would like to introduce the new staff ~mbers. First. Ron. have
we ever introduced you before?

Mr. Blewitt: Not yet.

Mr. Sparks: Ron Blewitt, who is the senior engineer in the flood control
and soil conservation section. Mr. Blewitt has a great deal of experience
with the Soil Conservation Service and State Engineer's office.

And over here is Mr. Walt Posey. lie is our field representative in
southwestern Colorado. He is a water resource specialist. He is
assigned to the project planning and construction section.

And then Mr. Bob Owen. a very recent addition to our staff. He is in
the environmental section. What is your degree, is it in watershed
management, as I recall, Bob?

Mr. Owen: Right.

Mr. Sparks: And Mr. Anthony Martinez. a new member of the environmental .
and water quality section. Mr. Martinez' degree is in environmental
biology. with a minor in chemistry. We think he will make a very
valuable addition to our environmental and water quality section.

John Fetcher reminded me that we are losing a very valuable employee'
the end of tbis month. He has been with us a good many years. He is
also assigned to the environmental and water quality section. Carter
Hutchinson. We are having a party for Carter in the near future. We
regret to lose him. He reaches the thing that gets us all if death I'
doesn't get us first. and that is the mandatory retirement age. Carter
doesn't look that old. He still acts like a young man. but the state
says he has to retire.

That is all I have. Mr. Chairman.

Mr. Moses: There is one thing I forgot to mention. I will be going
Sunday night to a meeting of the Upper Colorado River Commission in
Santa Fe on Monday.

-63-
