Our analysis, whether right <br />or wrong, is that these low hazard areas if occupied would not signifi- <br />cantly increase the flood hazard. We may be wrong, but our business is <br />not to promote open space or what have you. Our business is to prevent <br />floods. In our opinion, occupation of these low hazard zones will not <br />materially increase the risk downstream. That is something we must <br />analyze in light of future occurrences. <br /> <br />Mr. Wright: I would like to submit to you and the staff the study that <br />we performed for Adams County. We delineated the floodway for Big Dry <br />Creek for a distance of about eight miles. I think that this will give <br />you an actual example of how the different criteria impact on the width <br />of the floodway or floodplain. <br /> <br />Mr. Sparks: We would like to get those studies as soon as possible. <br />We would like to have anything that throws light on this problem. It <br />is a great problem and we are not sure of the answer. <br /> <br />Mr. Diffenderfer: Excuse me. Ted Diffenderfer again. I would also like <br />to comment for a second again on the criteria. We are having prepared <br />now a set of maps that define criteria very closely to the six-inch <br />rise. You could get an idea of the comparison that we will be taking <br />to our city council for consideration. I would be happy to furnish <br />those to the board. I would agree with Ken that I think it perhaps has <br />a larger impact than we may anticipate at this point in time. Coming <br />from a city where we have a fairly steep gradient on the western portion <br />of the city and a flat gradient on the eastern edge of the city, we can <br />see what that impact is with the criteria that you are suggesting. I <br />would like to have you at least review those before a final decision is <br />made. <br /> <br />Mr. Stapleton: That would be greatly appreciated. Larry. so that we <br />can get these things in. will be sending out. or have we sent out this <br />December 4 draft to everyone who had comments before? <br /> <br />Mr. Sparks: Yes. <br /> <br />Mr. Stap.leton: I think we ought to follow it up by saying if we gave <br />the 20th of this month for additional data, would that give you enough <br />time? <br /> <br />Mr. Sparks: Yes, that would give us ample time. Actually, I can say <br />by the end of this year. <br /> <br />Mr. Stapleton: All right. we will accept anything that comes in and we <br />would encourage comments and plans and so forth after the 31st of this <br />month.
