least begin to know what your thoughts are and give that the distribution
that we will need to get around the various interested groups.

Mr. Crandall: If you have another few minutes, Mr. Chairman. I have the
figures here on the history of this impoundment situation for Colorado.

Now is there anyone else that would like to refer to Mr. Crandall's
report? If not. we appreciate very much. Dave. your presenting it. I
think it will take a lot of study. As you know, we are going to try
to work as closely as we can with you in terms of doing something better I
than any of us have been able to do individually in the past few years.

Mr. Stapleton: All right. fine.

Mr. Crandall: These are the general investigations programs. the un-
authorized proposals that are being studied. The first one was Colorado
River water quality. I know this is a basinwide program, but there was
a carryover from prior years of $66.000. A budget of $850.000. this is
the President's budget. A rider of $140.000, which gives a total of
$1,056.000. and that was all apportioned for expenditure.

The Dominguez Reservoir project. Again, another study program in Colo-
rado. The Congress wrote in $75,000 for that, and that was all appor-
tioned for expenditure. So we can continue with our work on the
Uncompahgre.

The advance planning program in the Animas-La Plata. There was $244.000
from the prior year and ~386.000 in the president's budget. And that
$630.000 was all apportioned.

Dallas C:reek. This is construction. There was $250.000 carried over
from prior years. I think this was the first one and there may be a
three or four year old carryover each year. The Congress added $400.000
to get $650,000. and that was all deferred as your tabulation would
show.

Under appropriations. Fruitland Mesa had $500.000 carried over from the
previous years. and that was all deferred.

Savery-Pot Hook. There is $250,000 carried over from previous years.
$300.000 was written in by the Congress. And all of that $550,000 is
deferred.

I appreciate being here and I do again pledge our best efforts.

Mr. Stapleton: Thank you very much. Mr. Crandall.

Then we are going to move on to agenda item number 3. consideration of
minimum stream flow appropriations. Before we get involved too far in
that, I would like Larry to tell us if he knows, or the Division of
Wildlife, if he doesn't what was the input into these minimum stream
flows? Who was consulted? What kind of meetings were held and so
forth? And then after that if you will tell me what the Division of
Wildlife recommended and what changes the staff made in their

I

-29-
