<br />Mr. Sparks: Yes. the statement was issued from the President's office <br />they were cutting half the funds that Congress added. They cut them <br />all. including construction funds that even the President recommended. <br />This is the difficulty of trying to ascertain what is going on back <br />there in that squirrel cage at the present time. <br /> <br />Mr. Killin: We certainly can't disagree with that. <br /> <br />Mr. Fetcher: Mr. Chairman, I was wondering whether or not listening I <br />to all of these problems that we have in dealing with representatives <br />in Congress what the chances would be to have Representative Evans appear <br />before our board at some future meeting to explain really what goes on. <br />There are some of us who have no idea. <br /> <br />Mr. Stapleton: I think he would be very happy to appear as would the <br />two senators or the others of our congressional group. I think what <br />we ought to do rather than concentrate on Representative Evans. although <br />he is on the appropriations committee. is to at some appropriate time <br />either on July 4 or whenever they all get back here. hopefully sooner <br />than that. maybe meet. We have not met at any time with the total <br />congressional delegation in my memory. Is that correct? <br /> <br />Mr. Starks: We have had several of them here from time to time. We <br />have nvited all of them from time to time. Representative Aspinall and <br />Senator Allott have appeared before the board. And there have been <br />various others. <br /> <br />In line with what John has said, I think it is an excellent suggestion. <br />It is very difficult to get all these people together. They are <br />extremely busy. We might consider scheduling a meeting in Washington. <br />D. C. for the specific purpose of meeting with as many members of the <br />congressional delegation as we can get together back there. I think <br />this is a matter of extreme urgency. <br /> <br />Mr. Stapleton: As long as they have dinner on Jefferson Day and one on <br />Jackson Day and they are not the same day. I think that is the only <br />solution if we expect to get them together. So I think this was a good <br />suggestion and let's see what Larry can come up with. <br /> <br />Mr. Raley: Mr. Chairman. <br /> <br />Mr. Stapleton: Yes. sir. Would you identify yourself. please. <br /> <br />Mr. Raley: My name is Bill Raley. I am on the Southwest Water Board. <br />I would ike to make a suggestion to the group as a possibility. We I <br />have explored it one other time. It seems like there is a group in <br />Washington called OMB. or something like that. I don't know what they <br />are. I have heard them called various names, but at one time a group <br />of us did make an effort to make a contact with them in particular. <br />And one of the problems was that the water people could not agree among <br />ourselves as to the approach. but we did make a contact within this <br />group. They were very receptive to us. They were interested in our <br />problems, which I was very surprised. I since have talked to people <br />that were against this project of contacting OMB when we were trying to <br /> <br />-27- <br />
