<br />prodded them and I know some of the conservancy districts have also. <br />In the line of what the chairman said, each conservancy district involved <br />must keep in touch with its particular congressman and the two senators. <br /> <br />Mr. Stapleton: Dave, what other deferrals were there outside Colorado? <br />Was there a substantial number? Is there a base to have some concerted <br />action by states and so forth? What do the deferrals look like? <br /> <br />Mr. Crandall: My indication is. Mr. Chairman. that the funds that have <br />been deferred are those that relate to a new start which in turn would <br />lead to a long-term, large commitment of money. And this is essentially <br />all of the construction starts, programs that are ready to begin con- <br />struction. <br /> <br />Mr. Stapleton: This involves all the western states? <br /> <br />Mr. Crandall: Yes. sir. <br /> <br />Mr. Stapleton: And any states in the southeast or anywhere else? Are <br />we fighting a lone battle out in the West again? <br /> <br />Mr. Sparks: For the Corps of Engineers' projects, similar action took <br />place which involves the eastern and southern states. Many projects' <br />under jurisdiction of the Corps of Engineers suffered the same fate. <br /> <br />Mr. Crandall: There have been one or two projects which have been <br />started. but they have been started because the project sponsors have <br />advanced a substantial amount of money to cover the cost. I think in <br />one case, almost the total construction costs. <br /> <br />Mr. Stapleton: I would like to suggest that the Water Congress and the <br />interested districts and the board ought to get together to see whether <br />we can make a more common cause than just the Colorado projects to get <br />this going. And unless we do. it is going to be very difficult in any <br />event as I see it, at least in the next few months and year maybe. But <br />I think we have to make a combined effort or we will not achieve our <br />goals. Does that sound right to anybody, but me? At least I think that <br />way. and I think we have to get some political action if you want to <br />put it that way. in terms of trying to get reclamation projects going <br />again. Otherwise, we are going to be on dead center for a few years. <br /> <br />All right now. what other questions do members of the board have? <br /> <br />I notice some people from some of these various projects.
