The funds for planning have been appor",i.~~ <br />tionedto us and available for expenditure. <br /> <br />Mr. Sparks: By these two messages. as I interpret your presentation <br />here, all construction funds have been wiped out for these projects. <br /> <br />Mr. Crandall: No. I wouldn't agree to the words. wiped .2l:!!. They are <br />in a deferred status. They are still appropriated. <br /> <br />Mr. Sparks: Actually. some of them have been appropriated now for as <br />long as four years. have they not? <br /> <br />Mr. Crandall: That is right. My recol- <br />lectionis that there is a period of time in which the Congress must <br />take some action or if it fails to take any action within a period of <br />time. the deferral is automatic.
