special message on deferrals; requires no action on
part of Congress to allow deferral - the deferral not
to be allowed if either House later passes an "impound-
ment resolution~' disapproving the deferrals.

3. Requires publication of these special messages in the
Federal Register and Presidential Monthly Reports to
Congress.by the 10th of the month on proposed rescissions
and deferrals.

I

Mr. StaEleton: Thanks, Dave. I think what we would like to do is ask
the mempets of the board first if they have any questions or comments
on the report. I lmow there are people in the audience from the various
projects that would like to be heard from. So let's go first to the
members of the board. Do you have any questions on the report by
Mr. Crandall?

Mr. Moses.: Dave.
for Dallas Creek.
deferrals stand.

on page 27. lam not clear how much money there is
Savery-Pot Hook and Fruitland Mesa in the event the
Is there any money left for them?

Mr. Crandall: We have funds to continue the advance planning which is
shown on the previous page. Those deferrals are not listed. We still
can continue the work to complete the definite plan reports and the
environmental statements. which have to be done before we could start
construction anywhere. The amounts that are deferred here are the
amounts that have been previously appropriated.

Mr. Moses: In addition to the amOunts on page 33?

Mr. Crandall: Yes. excuse me. I misunderstood your question.

Mr. Sparks: I think these deferrals are all for construction funds. are
they not?

Mr. Crandall: Yes. they are. The funds for planning have been appor",i.~~
tionedto us and available for expenditure.

Mr. Sparks: By these two messages. as I interpret your presentation
here, all construction funds have been wiped out for these projects.

Mr. Crandall: No. I wouldn't agree to the words. wiped .2l:!!. They are
in a deferred status. They are still appropriated.

Mr. Sparks: Actually. some of them have been appropriated now for as
long as four years. have they not?

Mr. Crandall: That is right. Larry.

Mr. Sparks: This fiJ;'st deferral request was on September 23. My recol-
lectionis that there is a period of time in which the Congress must
take some action or if it fails to take any action within a period of
time. the deferral is automatic. Does anybody know about that?

Mr. Crandall: I had that same question in my own mind, Larry, and I

I

-23-
