<br />e <br /> <br />Water Planning Relationship: McElmo Creek drainages contribute to the distribution of irrigation <br />water from McPhee, Narraguinnep and Toten Reservoirs. Because of low water levels due to the <br />drought, the infestations of tamarisk have become endemic in these areas and drainages. By controlling <br />tamarisk and restoring the drainages, conservation measures of lost water can be taken, thus, <br />strengthening water plans in this region. <br /> <br />Recommendation: Staff gives a low recommendation to this project because at this time the focus of <br />the Board is assistance in planning rather than implementation. The applicant will be referred to the <br />Tamarisk Coalition (see number 11 above) for assistance in further development of its regional plan for <br />tamarisk control. <br /> <br />13. Arkansas River Watershed Tamarisk Control Project <br /> <br />Beneficiary/Grantee/Contractor: <br />Amount of Request: <br /> <br />Southeastern Colorado Water Conservancy District, Various <br />$25,000 Ranking: Medium <br /> <br />Product Produced: The goal is to eradicate tamarisk from the Arkansas River Watershed and provide <br />a plan for long-term management of non-native phreatophyte trees. With the assistance of the Tamarisk <br />Coalition, guidelines will be developed to set up the criteria for decision making. The activities of this <br />project will include tamarisk control, re-vegetation and rehabilitation, monitoring and long-term <br />management. The plan will include encouraging public land managers and private landowners to <br />undertake coordinated control and restoration measures. The application included endorsements from <br />water user interests throughout the basin. <br /> <br />t. <br /> <br />Water Planning Relationship: This project will help to develop an Arkansas River watershed plan <br />and database for long-term management of tamarisk that can be utilized by the District, public land <br />managers and private landowners. By controlling tamarisk, conservation of lost water can be achieved <br />thus strengthening water plans in this region. <br /> <br />Recommendation: Staff gives a medium recommendation to this project because planning on a <br />statewide basis, coordinated through the Tamarisk Coalition, will be more productive and better utilize <br />the Board's limited funds (see number II above). The SECWCD will be referred to the Tamarisk <br />Coalition for assistance in further development of its regional plan for tamarisk control. <br /> <br />Water Supply Planning and Finance Program <br /> <br />1. Restricted Reservoir Evaluation Study <br /> <br />Beneficiary/Grantee/Contractors: CWCB, Various <br />Amount of Request: $90,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Product Produced: This study will review and investigate the State Engineer's Office (SEO) <br />Restricted Dam Inventory List. The purpose of the evaluation would be to determine which reservoirs <br />might be candidates for CWCB's construction loan program. The scope of work will involve <br />researching SEO inspection reports, field reconnaissance, preliminary design to address the restriction, <br />cost estimate, owner contact, additional acre-feet of storage potentially created, cost per acre-foot and <br />.. final report. This project will supplement the preliminary efforts performed during the SWSI task force. <br /> <br />Water Planning Relationship: The CWCB Construction Loan Program is an integral part of water <br />planning throughout the State.
