Product Produced: This study will compile information on existing low-cost groundwater recharge
systems that are currently in operation and document the benefits, challenges, and costs. The
information can then be utilized by counties, municipalities, and water supply districts to implement ..
alternative groundwater management practices. ,.,

Water Planning Relationship: This study will provide information, engineering criteria, and cost-
benefit analysis to implement low-cost groundwater recharge strategies to assist local entities in water
planning in an effort to increase the replenishment of groundwater and the storage capacity of water in
the aquifer.

Recommendation: Staff gives a medium recommendation to funding for this program since it will
benefit local water planners as funding becomes available.

6. Evaluation of Potential Effects of Energy Development on Base Streamflow in Western
Colorado

Beneficiary/Grantee/Contractor: USGS, Various
Amount of Request: $50,000

Ranking:

Low

Product Produced: This study will use analytical methods to estimate hypothetical reductions in base
streamflow resulting from groundwater pumping for energy development. The study will combine a
three-dimensional spatial distribution of groundwater production by oil and gas wells with a geographic
information system (GIS) to identify stream reaches to determine the connection with groundwater
production. It is assumed that energy production may cause water pressure reduction and eventually
cause streamflow depletion. The study will focus on the Colorado and San Juan River Basins in western
Colorado where CWCB holds in-stream water rights. e

Water Planning Relationship: Groundwater stability is a vital aspect to local and regional water
planning. The possible negative effects from energy production could reduce the reliability of data
available for long range planning.

Recommendation: Staff gives a low recommendation to the funding for this program because of the
limited funds available.

7. Denver Basin Aquifer Outline Delineation

Beneficiary/Grantee/Contractor: Colorado Geological Survey, Various,
Amount of Request: $30,000 Ranking: High

Product Produced: This study will update maps depicting the extent of each of the Denver Basin
bedrock aquifers using contoured elevation maps of the aquifer tops and bases in a GIS environment.
Current Maps were generated over twenty years ago with data and technology available at that time.
Both data and technology have improved substantially, making it necessary to investigate and provide
the most updated and current information on the Denver Basin.

Water Planning Relationship: This study will coordinate efforts being done as part of the South
Platte Decision Support System in order to handle the shortcomings determined by previous
investigations. The available data will assist in local and regional water planning management. e

Recommendation: Staff gives a high recommendation to funding for this study because of its
importance in local and regional water planning.

6
