Once these guidelines are in the hands of these county
water planners, it will be marketed to other counties in Colorado in an effort to provide this information
for their use. The further purpose is to inform well and septic system owners of system operation in
light oflocal geologic conditions with the goal of improving maintenance and water quality.

Water Planning Relationship: Maintenance of water systems and water quality has a direct effect
on water planning and management. Education helps to further these goals.

Recommendation: Staff gives a medium recommendation for the funding of this study because of its
importance to water planning efforts.

e

A summary listing the projects and the recommended rankings follows as Attachment B.

FINAL RECOMMENDATION:

No action is needed on part A or B.

With respect to Part C, we recommend that you approve the staff ranking for each project and
direct us to allocate funding based on the amount of Severance Tax available within the CWCB's
five-percent share. We will not know exactly how much funding will be available until the
Executive Branch and the General Assembly act on proposals to divert a portion of Severance Tax
to the General Fund, place a cap on contribution into the Operational Account, or keep agency
funding static for other budgetary reasons.

.

20
