<br />. <br /> <br />. <br /> <br />. <br /> <br />Agenda Item 23(1) <br />November 20-21, 2000 Board Meeting <br />Page 3 of 3 <br /> <br />and municipal return flows in Mexico, Large flood flows like those in 1983 and 84 were <br />actually damaging to the Delta ecosystem, However, any management options need to be <br />evaluated in conjunction with other activities such as Yuma Desalter operations, Salton <br />Sea restoration, etc, <br /> <br />The afternoon breakout sessions indicated a clear need for additional information that <br />would help everyone fully understand the problems and assist in developing common <br />goals and objectives between Mexico and the United States for Delta restoration, With <br />this in mind, the group suggested that perhaps the development of a "conceptual minute" <br />through the International Boundary and Water Commission (IBWC) would be good way <br />to proceed and that DOl should work through IBWC to accomplish this. It was also <br />suggested that a 2-day training session to help get everyone fully informed on Delta <br />issues would be a good idea, Such a session may be forthcoming, <br /> <br />From Interior's perspective, the October 11th workshop was probably deemed successful <br />in that they came away with a process for doing things to implement the "Joint <br />Declaration" and for developing a joint vision of Delta restoration. The states should be <br />okay with the "conceptual minute" process as it should keep us informed and involved to <br />the extent necessary, <br /> <br />Discussion <br /> <br />The Delta issues should be monitored closely to assure that they do not impact the <br />operations of the Lower Colorado River Reservoirs to the point that any modifications to <br />their operation impact equalization with Lake Powell. Furthermore, we should be certain <br />that efforts to restore the Delta do not impact resources and funding for endangered <br />species recovery efforts in the United States, <br /> <br />The state Colorado River Advisory Council has not yet discussed the Delta issue, but, is <br />scheduled to do so at their next meeting on December 6, 2000, Staff would like Board <br />discussion on the approach and direction taken to date and any recommendations that the <br />Board would like to see discussed or followed in the future, <br /> <br />Recommendation <br /> <br />Staff recommends that they continue to monitor the litigation and the development of the <br />"conceptual minute" implementing the "Joint Declaration" closely, However, staff does <br />not believe there is a need to be heavily involved unless it becomes clear that activities <br />will have a direct impact on the operations of Lower Colorado River Reservoirs and <br />adversely impact the operations of Glen Canyon Dam and Upper Colorado River Basin <br />water use, <br /> <br />Attachments: <br />
