Please see the attached original project summary sheet and a letter from <br />C,R, Evans, the President of the Company, <br /> <br />Backeround <br /> <br />A $230,000 loan to the Excelsior Irrigating Company (EIC) was approved in 1997 <br />through SB 97-008 for the rehabilitation of the Excelsior Ditch located in Pueblo County, <br />east of Pueblo, The terms of the loan approval were not to exceed 75% of the total <br />project cost of $335,000, up to $230,000, at an interest rate of 3,75% repayable over 30 <br />years, The Pueblo office of the Natural Resource Conservation Service (NRCS), Mr. <br />Ralph Adkins, P,E" of Pueblo, Irrigation Engineering of Alamosa, and Hendrooke <br />Sprinklers of Ft. Collins designed the project. Project construction commenced by the <br />owner and several sub-contractors in May 1998 and was originally scheduled for completion <br />in the fall of 1999, The project includes the re-construction of approximately 2 miles of <br />open ditch, which has previously been abandoned and farmed over.
