.

~~ CENTER FOR
~~ ReSource
IIG-tI CONSERVATION

Conservation Starts Here.

August 30. 2005

To the Colorado Water Conservation Board.

The Center for ReSource Conservation (the CRC), a non-profit located in Boulder, Colorado is committed to leading
Colorado residents, businesses, and municipalities toward a sustainable future. We are an on-the-ground organization that
provides assistance daily to residents, businesses, professionals and public policy makers about resource conservation issues.

Recognizing the importance of conserving water in the state, the CRC has founded a successful program, Slow the Flow
Colorado which partners with municipalities to provide irrigation system efficiency assessments to residents and businesses.
The goal of the program is to provide the data, recommendations, and education needed to reduce water waste in the
landscape. The CRC is pleased to submit this proposal for funds to support our 2005 Slow the Flow Colorado water
conservation program.

The CRC is asking for support in the amount of $56,765 to complete the 2005 Slow the Flow Colorado program which
conducted approximately 1200 irrigation audits this past summer. 55% of the costs associated with the audits have been
conullined by the participating cities and we are requesting matching funds from the CWCB. The funds will allow us to
compile and analyze data from the program and incorporate this illto a report that will show our findings. This report will be
presented to the eWCB. These tasks are a crucial part of the irrigation audit program as they analyze the state of inigation
system emcicnc~' in communities and provides valuable infonnation to direct municipal water cOllservation efforts. The
report also serves to educate municipalities on the benefits of irrigation auditing services and helps to further grow support
and participation in the program.

.

The CRC is conunitted to the success of this program and plans to seek funding to further its reach and effectiveness over the
coming years. In 2006 we would like to grow the number of cities participating in the program and the number of audits
perfomled. We would also like to implement what is considered Phase II of the program which will involve analyzing the
results of the audits to quantify how much water the Slow the Flow Colorado Program is saving annually. A referral network
of industry professionals allied with the Slow the Flow Program would also be established in order to help clients in their
efforts to f(\llow through with more technical repairs that are needed on irrigation systems. The CRC plans to return to the
CWCB between November and March to submit grant proposals for these additional phases.

As is evidenced by the enclosed information, Slow the Flow Colorado reaches many people. achieves immediate and lasting
results. and is l7eing adopted by communities in Colorado because of its practical nature and its efficiency.

The CRC looks forwarct to partnering with you on this innovative water conservation program.
" .-0-
\ L,.---> 00
Andy Jolmson
Board President

.

C ontacl inf,,,
Center for ReSource Conservation
Kara Csibrik
303-441-3278 ext. 10, kcsibrik@conservationcenter.org

Office: 1702 Walnut Street.
