Backl!:round <br /> <br />On July 18, 2005, the CWCB Board adopted the guidelines for the "Water Efficiency Grant <br />Program", under House Bill 05-1254. House Bill 05-1254 created the Water Efficiency Grant <br />Program Cash Fund, which will be administered by the Colorado Water Conservation Board <br />("Board"). This Fund currently has $500,000 for fiscal year 2006 and may be distributed to: I) <br />Covered entities to aid in achieving the goals outlined in their adopted Water Conservation Plans; <br />and/or 2) Public and private agencies whose primary purpose is to promote the benefits of water <br />resource conservation for education and outreach aimed at demonstrating the benefits of water <br />efficiency. Further, the guidelines indicate that water conservation means water use efficiency, wise <br />water-use, water transmission and distribution system efficiency, and supply substitution. The <br />objective of water conservation is a long-term increase in the productive use of water supply in order <br />to satisfy water supply needs without compromising desired water services. <br /> <br />Summary of Proposal <br /> <br />. <br /> <br />The Office of Water Conservation and Drought Planning section has received their first grant <br />application from the Center for ReSource Conservation (CRC), a non-profit organization located in <br />Boulder, Colorado. The application is enclosed for your review. The CRC provides assistance to <br />residents, businesses, professionals and public policy-makers on resource conservation issues. The <br />CRC has founded a successful program, "Slow the Flow Colorado", which partners with <br />municipalities to provide irrigation system efficiency assessments to residents and businesses. The <br />goal of the proposed water conservation program is to provide the data, recommendations, and <br />education needed to reduce water waste in Colorado's landscape. This program has demonstrated <br />55% of associated costs paid by committed participating cities and are requesting from the CWCB <br />Flood Protection. Water Supply Planning and Finance.
