<br />Action: <br /> <br />. <br /> <br />- 8 - <br /> <br />A motion was made by Harold Miskel with a second by Don Schwindt to <br />approve the staff recommendation to reassign funds from original . <br />authorization in SB79-537, Section 4 (2). An amendment to the language will <br />allow funds to be provided to continue commitments in the FCSA. The <br />proposed amendment is in bold and is as follows: "The Chatfield project <br />channel improvement and the Rio Grande Reservoir project authorized by this <br />section shall be constructed as first priorities from the first moneys made <br />available to the Colorado Water Conservation Board Construction Fund <br />pursuant to Section 39-26-123.1, Colorado Revised Statues 1973. The funds <br />made available for the Chatfield project channel improvement may be <br />expended, including up to $150,000 for Chatfield related planning studies, <br />through contracts with the United States by which the United States agrees to <br />provide not less than one-half of the total cost of said channel improvement <br />and related planning studies. Motion was approved 8-0. Greg Walcher and <br />Carolyn McIntosh were not present. <br /> <br />15. Water Supply Planning and Finance - Special Projects <br />a. Colorado River Recovery Program Loan Fund - Western Area Power Administration <br />Loan <br />Tape 1, Track 2 4:12:45 - 4:18:25 <br />Action: A motion was made by Don Schwindt with a second by Bob Burr to approve <br />the staff recommendation to provide a loan from the Colorado River Recovery <br />Program Loan Fund in an amount up to $5,938,800 ($5.88 million for project <br />costs and $58,800 for the one percent loan origination fee in accordancc with . <br />CWCB Loan Policy #16 to the Western Area Power Administration for the <br />purpose of constructing capital projects under the Upper Colorado and San <br />Juan Endangered Fish Recovery Programs in accordance with PL 106-392. <br />The loan shall be secured by the full faith and credit of United States <br />government pursuant to 31 U.S.C.A. 3123. Motion was approved 8-0. Greg <br />Walcher and Carolyn McIntosh were not present. <br />b. Colorado River Return Reconnaissance Study - Final Study Report <br />Tape I, Track 2 4:18:25-5:57:30 <br />Action: Information item. No formal action taken. <br /> <br />13. Water Supply Planning and Finance - Special Purpose Funds <br />a. Flood Response Fund - Replacement of Funds <br />Tape 1, Track 2 5:57:30 - 6:53:35 <br />Action: A motion was made by Greg Hoskin with a second by Don Schwindt to <br />approve the staff recommendation that the Board request the General <br />Assembly to authorize up to $150,000 from the Construction Fund to be <br />appropriated to refresh the Flood Response Fund. The motion was approved <br />8-0. Greg Walcher and Carolyn McIntosh were not present. <br />b. Arkansas River Augmentation Loan Fund - Repeal Fund <br />Tape I, Track 2 6:53:35 - 7:00:30 <br />Action: A motion was made by Don Schwindt with a second by David Smith to <br />approve the staff recommendation that the Board recommend that the General . <br />Assembly direct the State Treasurer to transfer the remaining fund balance in <br />the Arkansas River Augmentation Loan Fund back into the Construction Fund <br />Flood Protection.
