<br /> <br />. The lowest RSFR that should normally be considered is 50 cfs. If passage of <br />rafts or larger craft is precluded by factors other than flow rate, and floatable <br />debris is not an issue, then the RSFR could be lowered to 30 cfs. . <br />. For Passage Oriented RICDs, the maximum RSFR should normally be considered <br />to be in the range of 50-100 cfs. <br />. For Destination Oriented RICDs, the RSFR s~ould be no larger than the monthly' <br />mean flow rate during the intended period of use, up to a maximum range of 250 <br />to 500 cfs. If an application for an RICD seeks a flow rate for more than 250 <br />cfs, they must demonstrate why a higher flow rate is necessary for that <br />particular boating course. <br /> <br />These criteria are based, in part, on experiences that exist at "pay for" courses. At <br />"pay for" courses, presumably, the recreators are having a reasonable recreational <br />experience because they are willing to pay for the experience. These criteria are <br />based, in part, on a survey of boating courses throughout the world. See the Appendix. <br />These criteria are also based, in part, on the experts' opinions in designing boating <br />courSes throughout the country. These criteria reflect the water flow rates that have <br />been obtained for every whitewater course in Colorado (except for the Golden <br />whitewater course which exceeds these flow rate~).
