<br /> <br />The Performance Index takes into consideration enhancing hydraulic head by impounding <br />water at the start of the course in order to achieve;more drop. The Performance Index <br />can be easily verified by field measurement and by computational hydraulics. . <br /> <br />A Performance Index of 75 is considered as a l1'\inimum threshold of "a reasonable <br />recreational experience" for a destination orient boating course whereas an index of <br />500 or above can be considered to have "world class" potential. As explained below, <br />these numeric values reflect the Performance Indices that exist at "pay for" courses. <br />The Performance Index is based on the premise that the course designer can create <br />good recreational conditions by manipulating the hydraulics, geometry, stream bed and <br />overbank areaS of the stream. For this, the site must have or be readily modifiable to <br />allow this design flexibility. The acceptable conditions could be measured in velocities, <br />stream width, wave size, hydraulic jump formation, and depth but in this method, would <br />be unnecessary. The acceptable conditions are a result of the skill and sensitivity of <br />the designer in shaping the available flow over a given length and drop within the river <br />corridor. <br /> <br />In this methodology, a marginal site in terms ()f the monthly average flow rates, <br />hydraulic gradient, and site flexibility can be identified and deemed appropriate or <br />inappropriate for an RICD water right. <br /> <br />14. Control <br />A recreational whitewater experience must include hydraulic stream features that <br />provide "control" of the streamflow. Control is defined using the following hydraulic <br />definition: A flow that must pass through critical depth when flow changes from <br />subcritical to supercritical, or vice versa. A hydraulic flow depth decrease or increase <br />will occur, respectively. The phenomenon gives rise to what is known as a control <br />section. Control should occur and be effective between the entire river cross-section <br />throughout the range of intended RICD flow rate~. <br /> <br />. <br /> <br />15. Flow Rate Criteria for an RICD <br />A. Definitions <br />Recreational Stream Flow Rate ("RSFR"): <br />The minimum stream flow rate that is necessary to provide a reasonable recreational <br />experience. <br /> <br />Boatin9 Course: <br />The proposed or existing stream channel that is intended to convey a specific flow rate <br />through the RICD. <br /> <br />. <br /> <br /> <br />9 <br />
