conductinq a feasibility study. Only after such a studY is
completed will interested oarties be-able to make an informed
judgment as whether a particular project may be to their
advantage.

By the same token, it is not proper nor necessary for the
Bureau to require statements from Colorado at this time
indicating a willingness to devote a portion of the $tate's
remaining oompact entitlement to this project. That too is a
decision which can only be made after a feasibility $tudy is
oompleted and the Board has had' an opportunity to oompare this
proposed project to other water development opportunities.

In short, the whole purpose of a feasibility study is to
provide the information which will be needed to make these and
other pertinent decisions. The Board should not commit to those
decisions until appropriate studies are oompleted.

Recommendation

I recommend that the Board respond to Mr. Barrett's March 5
letter. My proposed response is attached for your review and
approval.

JWM/gl

Attachments: as stated

-2-
