'~::"J <br /> <br />You are aware that in the Federal Register of September II, 1981, this <br />Administration published notice of the proposed repeal of the stringent <br />Principles, Standards and Procedures for water project planning that had <br />been under the purview of the Water Resources Council. We are presently <br />preparing replacement guidelines entitled "Economic and Environmental <br />Principles and Guidelines for Water and Related Land Resources Implementation <br />Studies," which will be published in the Federal Register, opening a <br />60-day comment period. <br /> <br />Enclosed is an advance copy of these proposed Principles and Guidelines <br />so you will have an early opportunity to prepare your comments. You <br />will immediately recognize a new flexibility and an allowance for effective <br />planning not present before. By stripping away cumbersome red tape, <br />they will speed up the process of approving economically and environ- <br />mentally sound projects. This basic philosophical change is underlined <br />by the fact that the enclosed are not rules but guidelines. They are <br />based on one objective--National Economic Development--aimed at assisting <br />our national economic recovery. <br /> <br />As you may know, we are interested in fostering a strong, cooperative <br />Federal/State relationship through what Secretary Watt calls our "Good <br />Neighbor" policy. We appreciate the opportunity to demonstrate our <br />faith in this policy through this present effort. Your comments will <br />help us obtain the best thinking on these revisions.
