The model floodplain now in effect was adopted by <br />the Board in 1975. For a variety of reasons, the Board needs to <br />update and adopt a revised model regulation. <br /> <br />Discussion <br /> <br />The promulgation of a model floodplain regulation by the <br />Board is one of the activities required of several state agencies <br />under the provisions of an act which permits local governments to <br />designate and administer "areas of state interest." These <br />so-called H.B. 1041 land use regulatory authorities pertain, <br />among other things, to floodplains. The purpose of the Board's <br />model regulation is to provide guidance to local governments in <br />the proper management and regulation of floodplains. The Board's' <br />model regulation is not binding on any unit of government. <br /> <br />The attached draft model regulation is a thorough revision of <br />the Board's existing rodel regulation. These revisions have been <br />necessitated by changes in federal laws, rules, and regulations <br />or have been made in response to the needs of local governments. <br />This draft has been circulated among interested parties for <br />comment, many of whom have responded. The attached draft does <br />not incorporate these comments. <br /> <br />Recommendations <br /> <br />I recommend that the Board: <br /> <br />ed <br />ai/7 <br /> <br />Robert A.
