<br />2 <br /> <br />1. 2 Au thor i t'l <br /> <br />These Guidelines are established pursuant to Section 103 of the <br />Water Resources Planning Act (Pub. L. 89-80) and Executive Order <br />11747. <br /> <br />1.3 Aoplicabilitv <br /> <br />(a) These Guidelines apply to implementation studies completed <br />more than 120 days after issuance of the Guidelines. <br /> <br />(b) Preauthorization or postauthorization studiu.:are. considered <br />completed when the appropriate planning documents have been <br />approved by the responsible agency~s field office. <br /> <br />(c) The Administrator of each Federal or Federally assisted <br />program covered is responsible for applying these Guide- <br />lines. <br /> <br />Section II - The Federal Objective <br /> <br />(a) The Pederal.Objective of water and related land resources <br />planning is to contribute to national economic development <br />consistent with protecting the Nation~s environment, pursuant <br />to national environmental statutes, applicable executive <br />orders, and other Pederal planning requirements. <br /> <br />(b) Contributions to national economic development are increases <br />in the ne~ value of the national output of goods and services, <br />expressed in monetary units. Contributions.to NED are the <br />direct benefits and costs that accrue in the planning area <br />and the rest of the nation. Contributions to NED include <br />increases in the net value of those goods and services that <br />are marketed, and also af those that may not be marketed. <br /> <br />(c) The Pederal objective far the relevant planning setting should <br />be stated in terms of an expressed desire to alleviate <br />problems and realize opportunities related to the output of <br />goods and services or to increased economic effiCiency. . <br /> <br />(d) Each statement of a problem or opportunity shOuld be expressed <br />in terms of a desired output. Example statements are __ <br /> <br />(1) Reduce flood losses in the Red River floodplain to <br />increase agriculture production: <br />(2) Reduce the cost of agricultural production in the <br />irrigated sector of Tolland County: and <br />(3) Increase the value of the recreational experience at <br />Lake Zoar. <br />
