DEFINITIONS <br /> <br />Where used herein, unless specifically expressed otherwise or obviously inconsistent with the <br />intent thereof: the term: <br /> <br />a. "Contracting Officer" shall mean the Regional Director, Great Plains Region, Bureau of <br /> <br />Reclamation. Unless stated otherwise, the Contracting Officer shall be deemed to be the <br /> <br /> <br />Secretary's authorized representative. <br /> <br />b.
