e Introduction

The Blue Lake Owner's Association has notified staff (March 26, 1999 letter
attached) that the Association no longer needs their $900,000 CWCB Construction Fund
loan for a raw water irrigation system.

Backeround I Discussion

In 1998, the Colorado Legislature through HB 98-1189 authorized a $900,000
Construction Fund loan to the Blue Lake Owner's Association for the construction of a
raw water irrigation system in the Blue Lake Subdivision located southeast of Carbondale
in Eagle County. The Association has since not been successful in convincing a majority
of the homeowners to participate in the project. Staff has evaluated this authorization and
discussed the status of the project with the project sponsors and their consultants who feel
the project is not feasible at this time, nor is it expected to be in the near future.

Recommendation

Staff recommends the Board add the Blue Lake Owner's Association $900,000
loan for a raw water irrigation system to their list of Project Loan De-Authorizations for
the General Assembly's consideration in this year's Construction Fund Bill.
