<br />4. FPR 00-515: Town of Ovid. Flood Hazard Boundary Map (FHBM) dated November 21, <br />1978 was prepared by the Federal Insurance Administration includes approximate floodplain <br />delineations for various flooding areas of the South Platte River within the community. <br />However, CWCB staff has discovered that the FHBM does not indicate a flood hazard area <br />resulting from the Lodgepole Creek floodplain that flows from north to south along the <br />eastern edge of the community. Additional hydrologic and hydraulic analyses need to be <br />completed and presented to Town officials prior to designation and approval action by the <br />Board, Therefore, the requested action for this report is to TABLE the designation until such <br />time that the floodplain information has been corrected by CWCB staff and accepted by the <br />community, <br /> <br />DISCUSSION <br />The designation action for the City and County of Denver is being taken under rule 9.D.2 (Board <br />Initiative). The Denver stormwaterlfloodplain staff person was contacted in the past regarding the <br />proposed designation action for of the Denver Flood Insurance Studies, The City did not wish to <br />request the CWCB to move forward with the Board action, therefore the CWCB staff is <br />recommending that the Board act under the "Board Initiative" rule in lieu of the "Community <br />Request" rule. The technical information for the Denver Flood Insurance Studies appears to be in <br />good order, and the staff does not find any reasons to delay the designation and approval action for <br />the Denver studies. The staff believes that is in the best interests of the health, safety, and welfare <br />of the citizens of Denver to designate and approve the subject Flood Insurance Studies for the City <br />and County of Denver. The Urban Drainage and Flood Control District has previously endorsed <br />the CWCB's floodplain designation and approval process. <br /> <br />The CWCB has found technical deficiencies with the Ovid floodplain mapping. Additional <br />analyses are necessary so that a better and more accurate picture of the flood hazards in the <br />community is identified, CWCB staff will be meeting with Town officials in the near future to <br />discuss the needed revisions. <br /> <br />RECOMMENDATIONS <br />The detailed floodplain information being considered for designation and approval as outlined in <br />Resolutions Nos, 00-512, 00-513. and 00-514 meets the applicable requirements of the Board's <br />"Floodplain Designation and Approval Rules", The approximate floodplain information being <br />considered within those 3 resolutions does not meet the applicable requirements of the Board's <br />"Floodplain Designation and Approval Rules". However, staff recommends designation and <br />, approval of the approximate reaches subject to the local government requiring a detailed study prior <br />to certain development activities in those areas. <br /> <br />It is recommended that certain stream reaches for the City and County of Denver contained in <br />proposed Resolution Nos, 00-512 and 00-513 be rescinded by the Board as outlined in <br />Resolutions 00-513 and 00-514 due to updated and revised floodplain information for those <br />specific reaches, <br /> <br />2 <br /> <br />~ ~ <br /> <br />" , ~.. <br /> <br />. <br /> <br />. <br /> <br />. <br />
