Agenda Item II b
July 24-25, 2000 Board Meeting
Page 2 of2

. Additional Support:

$ 3,000 per 40-hours

2, Hardware\Software Requirements

-

. Sun Ultra 5 Workstation: $ 3,500
. Unix Based Solaris 2,6 Operating System or higher:
. Linear Programming Package: Cost unknown, this is required to run the
Optimization features,

It is estimated that an experienced modeler with the introductory course could learn to
use the model in about 2-3 weeks, As with any model system, the biggest struggle is data
to run the models,

3, Applications

RiverWare has been or will be used by USBR in the following basins,
. San Juan Basin to develop flow recommendations and for ESA consultations,
. Gunnison Basin to develop flow recommendations and model Aspinall operations,
. Rio Grande Basin to model operations basinwide and for the Silvery Minnow,
. Colorado River Basin to model reservoir operations basinwide and for the
development of interim surplus and shortage criteria, It will also be used for the
Salinity Control Program in the future as well.

4. Colorado Decision Support Svstems

.

Development of both the Colorado Decision Support System and the Rio Grande
Decision included the incorporation of RiverWare, However, because RiverWare was
and is still undergoing a lot of change the DSS program managers have agreed that the
purchase of RiverWare would be more trouble than it is worth at this time and have
elected not to seek incorporation now. This decision was certainly justified in light of all
the trouble RiverWare has been to try implement properly during the development of the
San Juan flow recommendations, Yes, decisions are now being made with RiverWare as
the basis and we have been able to fairly gage the accuracy of RiverWare with our
existing DSS. However, we are not in the position oftaking a RiverWare model apart,

Finally, CADSWES is working on the development of an NT version that would be more
compatible with our existing DSS. However, the NT version may not have the full
functionality that the Workstation version does and it will still not have a''Water rights
component.

Recommendation

Given the resources we have to develop DSS's and the desire to have as much flexibility
included in them as possible, we have delayed the purchase of RiverWare, We anticipate
delaying purchase for another 2 or 3 years until the product and applications that we
would utilize are more stable and better documented, and hopefully may not require a
separate computer system,

.

c:\mydocs\agenda 11 bDSSnOOO.bdm.doc
