MR. HEADLEY:

"It gives me great pleasure to be here
to address you people. First I would like
to express the regrets of Colonel st. Clair
that he couldn't be here. He is one of the
best District Engineers that it has been my
privilege to work with but as good a man as
he is, he hasn't been able to figure out how
to be in two places at once. Since his other
meeting couldn't be rescheduled he asked me
to come here and give you the report.

I was a little bit concerned about
trying to give you a comprehensive report
in just a few minutes but I have been in-
formed that I can have as much time as I
want so I will try to give you everything
you want to know.

In this concern I asked Colonel st.
Clair how best to go about it. He said,
'Just remember what General Washington said
to his troops prior to crossing the Delaware
River. General Washington said, "start
rowing.... So I am going to start rowing
here and hope that when I get to the other
side of the river I'll have given you every-
thing you want to know. If not, I will
welcome any questions and I'll try to answer
them.

First, I am sure that you are aware
that we must put out a lot of reports prior
to any construction on any project so I'll I
bring you up to date on those first. The
one. that are primarily of most interest tn .
you are the general design memorandum which
we submitted in August, 1966; the real estate
design memorandum which went in in November,
1966; and the next item of business as far
