Clair <br />that he couldn't be here. He is one of the <br />best District Engineers that it has been my <br />privilege to work with but as good a man as <br />he is, he hasn't been able to figure out how <br />to be in two places at once. Since his other <br />meeting couldn't be rescheduled he asked me <br />to come here and give you the report. <br /> <br />I was a little bit concerned about <br />trying to give you a comprehensive report <br />in just a few minutes but I have been in- <br />formed that I can have as much time as I <br />want so I will try to give you everything <br />you want to know. <br /> <br />In this concern I asked Colonel st. <br />Clair how best to go about it. He said, <br />'Just remember what General Washington said <br />to his troops prior to crossing the Delaware <br />River. General Washington said, "start <br />rowing.... So I am going to start rowing <br />here and hope that when I get to the other <br />side of the river I'll have given you every- <br />thing you want to know. If not, I will <br />welcome any questions and I'll try to answer <br />them. <br /> <br />First, I am sure that you are aware <br />that we must put out a lot of reports prior <br />to any construction on any project so I'll I <br />bring you up to date on those first.
