:J.J~..)

an administrative solution to the problem
which makes it unnecessary to have litiga-
tion at this high level, and that is the
Closed Basin project.

I

There have been two reasons for delay
in filing the answer. Of course, we want
it to be as good a brief as we can. If we
can get the pase disposed of at this stage
of the proceedings, we are several years and
several thousands of dollars ahead of the
game. That is, of course, the principal
reason we want it to be good. The other is,
Jimmy Geissinger, the Assistant Attorney
General who is the leading oar in the matter,
the Attorney General is the official repre-
sentative of the state of Colorado in
interstate litigation and it is under Jim's
guidance that the brief has been prepared
and the case will be conducted, acting for
the Attorney General, has been ill as you
know. We are happy he is back and here with
us. The other reason is that we wanted to
give full consideration to the suggestions
of the attorneys who have been employed by
the local people to assist in the preparation
of the brief. I think I said it a month ago
and I want to say it again, we have had
splendid help from Don Hamburg and George
Brown of the staff for the Water Board and,
of course, great help from John Dickson and
Glenn Saunders who are representing the local
water users. In my written report I acknow-
ledge this assistance and I want to repeat it
again here.

1

We believe the brief will be taken over
to the printer either today or tomorrow and
that it will be fairly extensive. We have
some tables and appendices that are part of
the brief which have already been printed
and we have the galley proofs back on them
and we will have the proofs back, reproof
them and get them to Washington in ample
time to meet the deadline. We agreed, the
