J..II":'

MR. STAPLETON:

MR. HEADLEY:

MR. STAPLETON:

MR. SPARKS:

matter of fact, to the state of Colorado;
because state structures were destroyed -
during this last flood. So some state
agency. and I think it is this Water Board,
should have the authority to give the fed- I
eral government some assurance of the state's
cooperation in these projects. I'll explain
the method later on in my Director's Report."

"Thank you, Mr. Sparks.

Mr. Headley, thank you for coming. If
you will give Colonel st. Clair our warm
regards and best wishes in his new billet,
and the hope that we will hear from him
before he leaves Omaha, we will appreciate
it. Larry gave us a
memorandum dated December 30th, which I trust
we have all read, and I wish you would discuss
first your memorandum and then get into the
problem itself. Larry. "

"This memorandum was a result of the
efforts of the special subcommittee appointed
by the Colorado River Advisory Committee to
work on this problem, along with Commissioner
Johnson. The Board will recall that Commis-
sioner Johnson had some reservations about
the wording of Title VI. This special sub-
committee had three separate meetings with
Commissioner Johnson and suggested some
revisions in Title VI. They were presented

1
