I think we will now move to Agenda Item
#2, which is consideration of Board policy in
regard to the Colorado River Basin project.
You will recall. at our December meeting we
spent a great deal of time on this subject
and came to the conclusion that we would
review certain objections in regard to Title
VI of the proposed bill. Larry gave us a
memorandum dated December 30th, which I trust
we have all read, and I wish you would discuss
first your memorandum and then get into the
problem itself. Larry. "

"This memorandum was a result of the
efforts of the special subcommittee appointed
by the Colorado River Advisory Committee to
work on this problem, along with Commissioner
Johnson. The Board will recall that Commis-
sioner Johnson had some reservations about
the wording of Title VI. This special sub-
committee had three separate meetings with
Commissioner Johnson and suggested some
revisions in Title VI. They were presented
