Larry gave us a <br />memorandum dated December 30th, which I trust <br />we have all read, and I wish you would discuss <br />first your memorandum and then get into the <br />problem itself. Larry. " <br /> <br />"This memorandum was a result of the <br />efforts of the special subcommittee appointed <br />by the Colorado River Advisory Committee to <br />work on this problem, along with Commissioner <br />Johnson. The Board will recall that Commis- <br />sioner Johnson had some reservations about <br />the wording of Title VI.
