Time and Place

Action: A motion was made by Greg Hoskin with a second by Keith Catlin to accept
staff recommendation to schedule this hearing for March 16,2004 at 4:00
p.m. in Colorado Springs, Colorado. Felicity Hannay was appointed as
Hearing Officer and Dan McAuliffe was appointed as Alternate Hearing
Officer. Motion was approved 8-0. Ray Wright and Russell George were not
present.

6. Flood Protection - South Platte Downstream Channel Improvement Project - Semper
Development Easement Request

Action: A motion was made by Harold Miskel with a second by Russell George to
accept staff recommendation to approve the construction easement and non-
exclusive easement request for the sidewalk project for Semper Development
Ltd. On the CWCB right-of-way under Method III fee considerations.
Authorize staff to prepare the necessary easement documents and the Director
to execute said documents. It should be further recommended that the grantee
should replace and reclaim all existing easement/project features. Motion was
approved 9-0. Ray Wright was not present.
