<br />Q <br /> <br />Operating Guidelines <br /> <br />The following defines the operating guidelines within which the Strategic Plan has been <br />developed. The guidelines include the identification of CWCB's major programs, the <br />structure and role of the Board, the statutory authority and role of the Board Staff, and the <br />identification of the customers that CWCB's serves. <br /> <br />The CWCB was created in 1937. It is responsible for flood protection, water supply <br />protection, stream and lake protection, water project planning and financing, state water <br />policy, and other water resource responsibilities. <br /> <br />CWCB's Major Programs include: <br /> <br />. Water supply protection <br />. Flood protection <br />. Water supply planning and finance <br />. Stream and lake protection <br />. Conservation and drought planning <br />. Water information <br /> <br />All Strategic Planning efforts were performed recognizing the current structure of the <br />CWCB's major programs. <br /> <br />"" <br />I <br /> <br />... <br /> <br />Structure and Role of the Board <br /> <br />The Colorado Water Conservation Board (CWCB) consists of 15 members. The Governor <br />of the state appoints eight members from the state's major river basins and one member <br />from the Cty and County of Denver. All appointees are subject to Senate confirmation and <br />serve three-year terms. The Executive Director of the Department of Natural Resources is <br />an ex-officio, voting member. The Director of the CWCB, the State Engineer, the Anorney <br />General, the Director of the Division of Wildlife, and the Commissioner of the Department <br />of Agriculture are ex-officio, non-voting members. <br /> <br />To the greatest extent possible, appointments to the Board include persons experienced in <br />water resource management, water project financing, engineering, planning, development of <br />water projects, water law, irrigated fanning and or ranching. No more than five appointees <br />can be members of the same political party.
