Please find attached a draft of Colorado Water Conservation Board's Strategic Plan. As per
your direction, the Strategic Plan has been developed in two parts, as follows:

The first part, which is attached, contains the Mission Statement, Fundamental Goals,
Operational Guidelines and Objectives for CWCB now and into the future. This
portion of the document will gener.llly sUlvive any future changes and
amendments to the Strategic Plan since it contains the basic concepts, statutory
definitions, and principals under which CWCB operates.

The second part, which is in the process of being developed, contains the Action Items
and related tactics that will be implemented by the Board and Board stiff over the
coming months to achieve the specified goals and objectives. This portion of the
Strategic Plan will be revised and updated on a regular basis to address and
respond to changing water-related conditions and issues facing the State and its citizenry.

The schedule related to finalizing the Drah Strategic Plan is as follows, noting the
importance of Board member review and feedback on this process.
