Stanton, P .E., Chief, Project Planning and Construction Section ~' <br /> <br />FROM: <br /> <br />DATE: <br /> <br />January 15, 1999 <br /> <br />SUBJECT: Agenda Item lOc, January 27-28, 1999 Board Meeting - <br />Water Project Construction Loan Program - <br />Revisions to the Guidelines for Interest Rate Setting <br /> <br />Introduction <br /> <br />This memo consolidates past revisions to the rate setting aspect of the Board's Lending Policies <br />as described in Section 1.3.2 of the Board's Guidelines for Financial Assistance through the <br />Colo'rado Water Conservation Board Construction Fund, dated August 1994 (copy attached). <br /> <br />Background <br /> <br />Beginning with the November 1994 meeting, the Board has been using a standard interest rate <br />structure based on the type of project (agricultural, municipal, and conunercial) and median <br />household income for municipal projects. This change in policy was documented in a memo to <br />the Board dated January 9, 1995 (copy attached). The standard lending rate for projects <br />reconunended to the General Assembly has been based on this structure and determined annually <br />at the November meeting. <br /> <br />At the November 1997 meeting, the Board adopted further revisions to the lending policies and <br />procedures as documented in a Board memo dated November 14, 1997 (copy attached). <br /> <br />1 <br />
