These discussions are at initial stage, but we _ <br />will keep you updated about our progress. _ <br />New Instream Flow Rules: The new rules adopted by the board on Oct. 18 went into effect on <br />janl. They will be instrumental in allowing us to address new appropriations. <br /> <br />WaterWiser Program: We are continuing to study the WaterWiser conservation proposal, which <br />uses education as a vehicle. Issues identified at the November Board meeting included the ability to <br />influence lesson plan content, the dollar amount requested, whether water conservation education fit <br />within the CWCB's current mission and statutory authority, whether the Construction Fund is an <br />appropriate source of funds, and accountability for expected results. Mr. Munk has indicated he could <br />easily add, at no cost, some Colorado specific water information to the teachers guide and CD-ROM. We <br />decided not to place this proposal on our January agenda and to meet with Mr. Munk in February continue <br />discussion of possible funding options. We will also suggest that the Board's role in water education be <br />discussed as part of our Long-Range Plan review. <br /> <br />Dam Site Inventory: The Colorado Dam Site Inventory identifies potential dam and reservoir <br />sites in Colorado based on the DWR water rights tabulation and various feasibility studies. The report was <br />prepared by Bill Stanton using an Access database and GIS to show the potential site locations on a map. <br />Using preliminary maps prepared with the help ofthe CGS, CWCB staff members Carolyn Fritz and Joe <br />Busto have been working to eliminate duplicate entries and enhance the Access database with forms so <br />that a user can pull up pertinent information and sources for the site. The next step will be to revise the <br />GIS tables and maps to prepare a report to send to city and county planning officials. <br /> <br />Water Conservancy Districts Survey: Under the direction of Bill Stanton, Kathie Luckie and Joe _ <br />Busto have been conducting a survey of 76 municipalities and 45 water conservancy districts to see what _ <br />type of water and drought plarming they have done. To date, 53 (70%) municipalities and 35 (78%) water <br />conservancy districts have responded to the survey and offered valuable comments. The survey included <br />the following questions: Have you done any drought planning? Do you have a master water supply plan? <br />Do you have a water conservation plan? Have you done a hydrology study based on the risk of drought in <br />your area? Do you have a drought response plan? Is there an ordinance that prescribes water conservation <br />in your area? We should be able to bring copies of the results to the Board meeting. <br /> <br />Regional Drought Estimate: We met with Nolan Doesken of the Colorado Climate Center and <br />John Henz of Henz Meteorological Services this month to discuss a project to create a risk-based <br />assessment of drought risk statewide. In order to improve public understanding of our dependence upon <br />reservoir storage and provide technical assistance in future water plarming, we are evaluating the <br />possibility of preparing a drought fact sheet. We think a map is needed to illustrate the estimated duration <br />and intensity of the worst drought our experts expect could occur each century for each region of the state. <br />Henz and Doesken were asked too prepare a proposal for further consideration. <br /> <br />Arkansas River Basin Issues <br /> <br />Fountain Creek Status Report: A Fountain Creek Watershed Forum has been established by the <br />Pikes Peak Area Council of Governments (PP ACG) and the Pueblo Area Council of Governments to <br />examine problems on Fountain Creek and potential responses to those problems. The activities of the <br />Watershed Forum are directed by a group of elected officials from the affected counties (Teller, El Paso, <br />and Pueblo) and municipalities and supported by the Technical Advisory Committee, made up of local <br />government staff, representatives of state and federal agencies, and other interested parties. <br /> <br />e <br /> <br />6 <br />
