<br />Gunnison River Basin Issues <br /> <br />Aspinall Unit Water Rights: On December 17, we sent a letter tc Reclamation in support of <br />moving ahead with the 60,000 AF Subordination Agreement. It is our understanding that Arapaho <br />County sent comments objecting to moving ahead with the agreement. Reclamation is currently <br />evaluating the comments and determining how it wants to proceed. We also sent a letter to Reclamation <br />requesting that Reclamation extend the 5-year MOA to deliver Aspinall Water to the Redlands Fish <br />Ladder and the river reach between the ladder and Colorado River confluence. The current 5-year MOA <br />expires in August 2000 and it is clear that consultation on the Aspinall Unit and quantification of the <br />reserved rights for the Black Canyon of Gunnison National Monument (now cur newest National Park) <br />will not be completed. No changes to the agreement are proposed other than to extend the time period. <br /> <br />Platte River Basin <br /> <br />Cherry Creek Dam Safety Study: The fourth meeting of the Cherry Creek Working Group was <br />held on January 7, 2000 to continue discussions related to the Corps of Engineers study of the Cherry <br />Creek dam and reservoir. Sill Miller, project manager for the Corps, attended the meeting and clarified <br />information regarding the study and the status of the Corps' activities. The main topic of debate continues <br />to be the Probable Maximum Precipitation (PMP) values for Cherry Creek that were published by the <br />National Weather Service (NWS) in 1995. Many local experts feel that the NWS study was not properly <br />conducted or reviewed, and therefore the results of the study may not be valid. The Working Group <br />agreed that a new site-specific PMP study for Cherry Creek needs to be completed in order to have a basis <br />for accepting or rejecting the 1995 NWS study. At this point, it seems to t.e in the best interest of all <br />parties to conduct a "joint" PMP study with the Corps so that the local, state, and federal interests are <br />working together towards an agreeable resolution. We have now selected an engineering consultant to <br />write a detailed scope-of-work for a new site-specific PMP study. The next meeting of the Working <br />Group will be in early February. <br /> <br />Chatfield Reallocation: The Chatfield Study is on its way! The managing Teams for the CWCB <br />and Corps of Engineers met with the Study Contractor - Simons & Associates - on Jan. 13 to review the <br />terms of contract and study tasks. The discussion items for the meeting were expected roles and reporting <br />procedure for the CWCS, Corps, and Study contractor; project managers; communication and approvals <br />processes; project schedules and budgets; and the study kick-off. The three year study is projected over <br />four federal fiscal years and a study cost of $1 ,831 ,000. <br /> <br />Rio Grande River Basin <br /> <br />Reclamation Announces Funding for Santa Fe's Reuse Project: On December 7, Reclamation <br />announced that $750,000 in FY 2000 would be provided to continue to help Santa Fe complete a <br />feasibility study associated with a water reclamation and reuse project. This project consists of Santa Fe's <br />Treated Effiuent Management Program, which will reclaim treated municipal wastewater for use as a <br />water resource for urban irrigation and construction; the Rio Grande Diversion Demonstration Pilot <br />Project, an effort to supply high-quality drinking water to regional partner~ via a new raw water diversion <br />system; and the Santa Fe River Augmentation, which will deliver reclaimed water upstream on the Santa <br />Fe River to augment the City's supply wells through indirect recharge ofthe aquifer and enhance the <br />recreational use of the Santa Fe corridor in the downtown area. <br /> <br />10 <br /> <br />, <br /> <br />e <br /> <br />e <br /> <br />e <br />
