Mr. Breitenstein: "If there is language in the Bill like thiS", then
whatever decree is granted, the Federal Government, all of these pro-
jects would have to be subject to these same conditions."

Mr. Roberts: "We think that has already been made. That is why I
think it should be l!lade clear."

Mr. Bailey: "Any other questions or comments on No.8. If not,
we will pass to No.9."

Mr. Breitenstein read No.9, and stated, "We can add San Miguel in
this" .'

Mr. Dugan: "The same reports on those projects are in process' of
preparation in the Denver U. S. Bureau of Reclamation office".

Mr. Moses: "I MOVE that paragraph 9 be' amended to include San Miguel
and La Plata. Projects."

Mr. Pughe: "I SECOND that motion." MOTION CARRIED.

Mr. Breitenstein read paragraph 10, with no comments.

Mr. Breitenstein then read paragraph 11.

Mr. Pughe: "Does that take care of irrigation rights? The early
priorities would not be af'fected?"

Mr. Breitenstein: "That pertains to the legal protection of water".

Mr. Breitenstein then read paragraphs 12, 13, and 14, with no comments
from members of the Board."

Mr. Bailey: "What action shall we take on this?"

Mr. Pughe: "I MOVE that we adopt the resolution".

Mr. Crawford: "I SECOND the motion."

Mr. Dutcher: "May we have a little time to look into this."

!.II'. Bailey: "We will have a ten minute recess".

Mr. Bailey called the meeting to order at 4 :30 P.M.

Mr. Pughe: "l wish to withdraW my motion". (Mr. Crawford who SECONDED
the motion consented). I MOVE that we vote on it section by section".

Mr. lOOek: "l SECOND that motion." 1'he vote was four ayes and'S noes -
MOTION LOOT.

Mr. Dille: "I MOVE that we adopt the resolution as presented by Mr.
Breitenstein" .
