Pronosed Proiect

-

The Fortune reservoir site is located about Yz mile northwest of the intersection of
Highway 72 and Indiana Street on a dry tributary of Big Dry Creek in the City of Arvada,
as shown on the attached map. The site encompasses about 250 acres of land with no
existing structures.

The proposed dam is a 105- foot high, zoned earth embankment with a crest length of
5,000 feet impounding a reservoir with a capacity of about 9,000 acre-feet. The spillway
will be sized to pass the Probable Maximum Flood and will discharge to the historic Big
Dry Creek drainage channel. The project also includes about 5 Yz miles of30-inch and
24-inch pipeline to connect Fortune Reservoir with the rest of the Maple Grove raw water
system. The total cost of the project is estimated at $21,585,000 as summarized by major
project elements in Table 2.

Table 2. Environmental studies were conducted with the
involvement of the Colorado Department of Health and Environment (CDPHE) and the
Corps of Engineers. The Corps issued a letter in November 1996 stating that no federal
permits will be required for the project.

Consolidated has conducted a testing program at the site for any potential contamination
from the Rocky Flats nuclear facility to the north of the site. The testing indicated the
property was safe for use as a storage site, CDPHE issued a letter in January 1997
indicating there are no health concerns with the site.

Final design and land and right-of-way acquisitions are completed. Construction work on
Highway 72 has also been completed. The remaining construction will begin in August of
this year with project completion scheduled for March 2003.

Financial Summarv

The company's financial condition appears strong at the present time. Table 3
summarizes some key financial indicators based on information in the Company's annual
reports for the years 1995 to 1997. All of the indicators in Table 3 are in the strong ...
category per the criteria used by the Division of Local Government. Cash reserves appear _
3
