Please see the attached project summary, maps and a letter from Walter
Welton, the President ofthe Company.

Backl!round

Consolidated submitted a loan application and a draft feasibility study along with a
number of other documents on December 22, 1998 for the Fortune Reservoir Project.
Geotechnical and hydrologic investigations as well as a final project design have been
completed. The State Engineer's Office is currently reviewing the design submittal by
Tuttle Applegate of Denver.

Staff review of the draft feasibility study indicates that there remains a substantial amount
of work to be done to satisfactorily complete the study. Staff will recommend that any
loan approval be conditioned upon the completion and acceptance of a full feasibility
study, which meets the requirements ofthe CWCB Construction Fund Guidelines.

Proiect Sponsor and Facilities

The Consolidated Mutual Water Company is a mutually owned, non-profit corporation,
The Company's service area includes unincorporated areas of Jefferson County as well as
