FAX: 970-667-8692 <br />E-Mail: h2orus@Waterconsult.com <br /> <br />July 24, 2006 <br /> <br />Colorado Water Conservation Board <br />Attention: Mr. Rod Kuharich, Director <br />1313 Sherman Street, Room 721 <br />Denver, CO 80203 <br /> <br />SUBJECT: Agenda Item 18 - July 25-26, 2006 Board Meeting - Extension of the <br />Cooperative Agreement for the San Juan Recovery Implementation Program <br /> <br />Dear Rod: <br /> <br />On behalf ofthe water users in Colorado and New Mexico participating in the San Juan River <br />Basin Recovery Implementation Program, I support the recommendation of Board staff member <br />Randy Seaholm of July 14,2006, regarding extension of the Cooperative Agreement for the San <br />Juan River Basin Recovery Implementation Program. <br /> <br />The San Juan Program, like the Upper Colorado River Endangered Fish Recovery Program, is <br />providing ESA compliance for numerous water projects in the San Juan basin, including the <br />Animas-La Plata Project, several individual reservoir projects, and 166 agricultural water <br />facilities on National Forest lands requiring ditch bill easements. The list of projects will likely <br />grow in the future. <br /> <br />The matter is somewhat urgent. Federal authorizing legislation calls for renewal ofthe <br />Cooperative Agreement one year prior to the 2007 expiration date of the existing agreement. <br />Therefore, the Agreement must be renewed by October 28, 2006. <br /> <br />We urge that the Colorado Water Conservation Board recommend to the Governor that he sign <br />the Cooperative Agreement, and that the Governor urge the Secretary of the Interior to also sign <br />the Cooperative Agreement. <br /> <br />We appreciate the Board's diligence in pursuing this matter.
