<br />We therefore recommend that the following or similar lan~uage be included in the 2002 Projects Bill: <br /> <br />. <br /> <br /> <br />Water education foundation -- authorization and <br /> <br />SECTION _' <br />appropriation. <br />(1) In addition to any other appropriation, there is hereby appropriated, out of any <br />moneys in the Colorado water conservation board cqnstruction fund not otherwise <br />appropriated, to the Colorado Water Congress, the Sl1m of two hundred and fifty thousand <br />dollars ($250,000), for the establishment of a water ~ducation foundation and continued <br />support of water education programs. The foundation and the board's funding shall promote <br />a better understanding of water issues through educational opportunities and resources so <br />Colorado citizens will understand water as a limited resource and will make informed <br />decisions. <br />(2) Following the establishment of the waterl education foundation, in addition to any <br />other appropriation, the Colorado water conservation board is hereby authorized, from <br />interest income from the water conservation board 60nstruction fund, to annually provide one <br />hundred and fifty thousand dollars ($150,000) to the foundation. <br />(3) The moneys referred to in (1) and (2) are hereby continuously appropriated to the <br />board for the purposes established in this section, <br />(4) The board shall review the purposes oft~is section annually and is hereby <br />authorized to cease providing funds in the followi~g year, after providing notice to the <br />foundation, if in its discretion, the board determines the purposes for which this section is <br />established have ceased, <br /> <br />Representatives from the CWC Education Committee will be at our meeting to make a presentation, update <br />us about their activities and to answer questions about the Continued development of the foundation. <br /> <br />In the meantime, they are continuing work on a two-year work plan, articles of incorporation for the new <br />foundation, the preparation and filing of appropriate feder~l tax forms, and proposed by-laws. <br />J <br /> <br />The current thinking, subject to future approval and contilfued participation by the Board and the CWC <br />Board of Directors, is that the foundation board of directors be comprised of representatives from the <br />following groups: CWCB, CWC, water users, agriculture; General Assembly, Education (K-12 and higher <br />education), watershed, developers, federal government, local government, wastewater, environmental, <br />Division of Wildlife, Department of Education, Department of Public Health & Environment, media, <br />banking or fmance, and the general population. <br /> <br />Colorado Water Conservation Board <br />Flood Protection.
