Purpose of the Strategic Plan

.

In 2001, the Colorado Water Conservation Board (CWCB) undertook a strategic planning
process. The purpose: to create a Strategic Plan that would provide the citizens of Colorado,
and its water users and others, with an understanding of how this organization will achieve
its mandate to Conserve, Develop, Protect, and Manage Colorado's Water fOr Present and Future
Generations in accordance with applicable state and federal law and regulations.

The Strategic Plan will be used by the Board to:

Identify policy development needs
Set program direction
Define program and project priorities
Develop staff performance goals

Conserve, Develop, Protect and Manage Colorado's
Water for Present and Future Generations

Fundamental Goals

. CWCB must develop arid implement programs to:

. Conserve the waters of the State for wise and efficient beneficial uses

. Develop waters of the State to:

> Preserve the natural environment to a reasonable degree
> Fully utilize State compact entidements

· Protect the waters of the State for maximum beneficial use without waste

· Manage the waters of the State in situations of extreme weather conditions _ both for
floods and droughts

In addition, CWCB must maintain and sustain its autonomy and identity with respect to
other State and Federal entities, while collaboratiqg and cooperating with local, State and
Federal entities and others, in service to the citizens of Colorado.

These Fundamental Goals apply to all of the major programs and projects undertaken by
CWCB, and to all the staff working within this organization.
