Walcher <br />Executive Director <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />Introduction <br />At the November 6-7, 1995 Board Meeting, approval was given by the Board to grant requests for <br />easements in CWCB's right-of-way along the Chatfield Downstream ChaIl11el Improvement Project <br />(Project) on a case-by-case basis. In addition, at the November 21, 2001 Board Meeting, the Board <br />adopted the "Easement Guidelines for the Chatfield Downstream Channel Improvement Project" dated <br />November 2001. The Staff has received a request from Kahn Construction of Greenwood Village by a <br />letter dated October 30, 2003 (attached). Kall11 Construction has submitted a formal CWCB easement <br />application. This request, if approved, will provide Kall11 Construction on behalf S & 0 Development, <br />2421 W. Edgewood Drive, Jefferson City, Missouri, 65109, the ability to construct a 16-inch storm <br />drain system, which is located in the South Platte River floodplain in Littleton, Colorado. The proposed <br />site is north of Belleview Avenue, on the right overbank, on the South Platte River floodplain and <br />outside of the limits of the 100- year floodplain. <br /> <br />Discussion <br />Kall11 Construction on behalf of S & 0 Development has requested a storm drain system easement for <br />permanent access to the South Platte River. The S & 0 Development Project proposal may be subject <br />to the approval by the City of Littleton aIld the South Suburban Park aIld Recreation District's Board of <br />Directors. The development does not impact any of the District's recreational features. The Kahn <br />Construction storm drain project is in the CWCB right-of-way limits. CWCB staff conducted a field <br />inspection of the Kahn Construction request on October 31, 2003. <br /> <br />Use for the Requested Area <br />The uses for the CWCB land are for the construction of a 16-inch stormwater drainage pipeline, which <br />is located along the South Platte River Floodplain. The project is the outfall system for the site <br />development proposal and will not be open to the general public. The easement area is 10 feet wide by <br />126.16 feet long located in the improved South Platte ChaIl11el Improvement right-of-way totaling 1,262 <br />square feet (see attached map). The proposed project will be designed and constructed by Kall11 <br />Construction. The staff fl11ds that the proposed use will work in harmony within the CWCB project <br />right-of-way with certain subordination requirements stated in the easement agreement. <br /> <br />Flood Protection.
