The estimated total cost of the project is $653,000. Please see the <br />attached project summary and map. <br /> <br />Backaround <br />The LHRC, located in Crowley County, operates the Lake Henry Reservoir for the benefit of its <br />shareholders by providing storage of water for irrigation within a 551-acre service area. Storage is <br />also allowed for domestic, municipal, commercial, industrial and all other beneficial uses. either <br />directly or by exchange or substitution. The Reservoir is located about 5 miles northeast of <br />Ordway, and is filled by the Colorado Canal with headgate on the Arkansas River. The dam. <br />constructed around 1900 and enlarged in 1951, is a Class 2 structure, 18 feet high, impounding a <br />reservoir of 9,500 ac-ft. Three dams form the reservoir. Annual maintenance and repair has been <br />needed to keep the dam in operation and in compliance with State Engineer safety standards. <br />Seepage is evident along the downstream toe of the west dam. and the reservoir has no formal <br />emergency spillway. <br /> <br />The LHRC needs to rehabilitate the Lake Henry Dam to resolve safety concerns identified in State <br />Engineer Inspection reports. <br /> <br />Feasibilitv Studies <br />URS Greiner Woodward Clyde and the State Engineer's Office have provided preliminary <br />engineering evaluation and cost estimates for construction of new toe drains and an emergency <br />spillway. The feasibility study was completed by CWCS Staff and includes an evaluation of <br />alternatives available for rehabilitation of the Lake Henry Dam. <br /> <br />The Lake Henrv Reservoir Company <br />The LHRC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 12 shareholders and 8968 shares of stock. The LHRC has the power to <br />set annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to acquire and sell the shares of <br />delinquent shareholders. <br /> <br />Flood Protection.
