<br />Army Corps Civilian Deployed: Our liaison with the U.S. Army Corps of Engineers (Corps), Sandy Rayl, has <br />been deployed to Baghdad. She left on April 25. She will be working with wastewater management, oil and gas <br />and restoring electricity. <br /> <br />Her interim replacement will be Ron Kneebone from the Albuquerque office. He will be in Denver two days a <br />week and can be contacted at: 505-342-3355 or by email at:ronald.r.kneebone@usace.army.mil. <br /> <br />Statewide <br /> <br />Governor Issues 30th Anniversary Proclamation: On May 6 Governor Bill Owens recognized Colorado's <br />Stream and Lake Protection Program as one of the first programs in the country to balance water development <br />needs with reasonable environmental protections. The Governor signed a proclamation declaring June 2004 as <br />the 30th Anniversary of the Stream and Lake Protection Program (copy attached w/News Release). <br /> <br />Forest Service and State Sign MOU: On April 16 DNR Executive Director Russell George, Regional Forester <br />Rick Cables and I signed a Memorandum of Understanding (MOU) agreeing to work together to manage water <br />resources on National Forest System lands in Colorado. The MOU establishes a framework for the Forest <br />Service, the state, private permit holders, and owners of water rights and facilities to collaborate on issues <br />regarding the management of water and water uses. The agreement states that the agencies "will explore <br />creative ways to assure the continual operation of water use facilities on Forest Service land while conserving <br />the aquatic resources." Copies of the news release and MOU are attached. <br /> <br />Status of Legislation: A spreadsheet showing the status of legislation at the end of the General Assembly is <br />attached. <br /> <br />QQ Meeting: Our quarterly meeting with representatives from the Colorado Water Quality Control <br />Commission and Division occurred on AprilS. A surrunary of the meeting is attached. <br /> <br />Dam Safety Report: The State Engineers' Dam Safety Report for FY 2002-2003 has been completed. During <br />this period, plans were approved for four new dams, and 39 plans for modification, alteration and enlargement <br />were also approved. The increased storage space was estimated to be 13,500 acre-feet. <br /> <br />Of a total of 806 safety inspections, 193 dams were restricted (affecting the ability to store an estimated 144,437 <br />acre-feet). The report has been imaged and is available through our virtual Water Resources Information Center, <br />as Administrative PUB 114. <br /> <br />A WRA Compacts Seminar: On April 30 the Colorado Section of the American Water Resources Association <br />hosted a seminar entitled "Compacts Then and Now." <br /> <br />CWC Schedule: The Colorado Water Congress (CWC) has scheduled the following list of their upcoming <br />activities. The seminars and workshops will be held in the CWC conference room at 1580 Logan Street, Suite <br />400 in Denver. CLE credits are typically given for the seminar and workshops. <br />.
