<br />. <br /> <br />. <br /> <br />. <br /> <br />Feasibility of the Construction <br />of the <br />Big Windsor Reservoir Pumping Station <br /> <br />PROJECT SPONSOR <br /> <br />The WINDSOR RESERVOIR AND CANAL Company was incorporated under the laws of the State of <br />Colorado as a nonprofit corporation on May I, 1890 as a Non-profit Corporation. Articles of Incorporation <br />and Bylaws are included in Appendix A. The Companies holdings include six reservoirs (Reservoir #8, <br />Reservoir #8 Annex. Elder Reservoir. Douglas Reservoir, Cobb Lake, and Big Windsor Reservoir). <br />approximately 25 miles of the Poudre Valley Canal, and a one-third interest in the Water Tunnel Company <br />which diverts water from the Laramie River into the Cache La Poudre River. <br /> <br />The Windsor Reservoir and Canal Company offices are located in Eaton, Colorado. The company is <br />comprised of 1000 shares of stock owned by approximately 275 shareholders. The present share value is <br />estimated at $20,000 per share. <br /> <br />PROJECT SERVICE AREA <br /> <br />The project service area in general is that area in Eastern Larimer and West Central Weld Counties bounded <br />by the Eaton Ditch and the Greeley No. 2 Ditch. The total area encompassed by these boundaries is <br />approximately 86,000 acres. Within these boundaries, The Windsor Reservoir and Canal Company provides <br />water for irrigation of about 55.000 acres. The total Windsor Reservoir and Canal Company irrigation system <br />. typically uses about 31,000 acre-feet of water to irrigate approximately 55,000 acres of farm land. Most of <br />this land is located in Weld County, Colorado whereas most of the reservoir structures and ditches lie in <br />Larimer County. The service area boundaries are shown in Figure 1. <br /> <br />NEED FOR THE PROJECT <br /> <br />Big Windsor Reservoir is the furthest most downstream reservoir of all the Windsor Reservoir and Canal <br />Company (WRCC) reservoirs. Water is delivered to Big Windsor Reservoir by the Larimer and Weld Canal <br />which continues beyond Big Windsor for approximately 25 miles. Once water is stored in Big Windsor <br />Reservoir, it must be discharged into the New Cache La Poudre Ditch #2 and traded for water taken from <br />Horsetooth Reservoir and transported to the Eaton Ditch. Water trades have become less equitable and not <br />always available at times when water is needed to irrigate lands downstream of Big Windsor Reservoir. <br />Approximately 40.000 acres of the 55.000 acres irrigated by Windsor Reservoir and Canal Company are <br />located downstream of Big Windsor Reservoir bm cannot be serviced by water from Big Windsor. <br />Construction of the proposed pumping station would guarantee delivery of7,OOO to 14,000 acre feet of Big <br />Windsor Reservoir water to the 40,000 acres downstream of the proposed pump station. <br /> <br />1 <br />
