SUBJECT: Agenda Item 8b. January 28-29, 1998, Board Meeting--
Windsor Canal and Reservoir Company

Approval of a Construction Fund Authorization in amount of $925,000 for
construction of a pump station on Big Windsor Reservoir. (This item has been
carried over from the November 24,1997 Board meeting, item 171.)

BACKGROUND

This item was considered at the November 24, 1997 Board Meeting, and deferred to the January
28, 1998 meeting to allow time to complete the feasibility study.

The Windsor Canal and Reservoir Company (located in Larimer and Weld Counties) has applied
for a Construction Fund Authorization to construct a pump station on the Big Windsor Reservoir,
to lift water into the Larimer and Weld Canal. The Company is requesting a $925,000
Authorization from the Construction Fund for this project, 75 % of the estimated total cost of
$1,233,325. This reservoir is located abot;t 10 miles east of Fort Collins, in Weld County (see
attached map.) The reservoir has a capacity of approximately 17,700 acre feet. Due to its
location in their system, the Company is not able to deliver the water for irrigation.

Smith Geotechnical Engineers has completed reconnaissance level engineering design work and
the feasibility study.

DISCUSSION

The primary purpose of the project loan is a pump station to lift water into the Company's canal,
where it can be delivered to water users. Because of its location, water can only be used out of
the Big Windsor Reservoir through exchange agreements, and these agreements are becoming
