STAPLETON: <br /> <br />of more effect or would supersede state <br />statutes when a compact is entered into with <br />another state. <br /> <br />The Upper Colorado River Compact was <br />entered into and is set forth in 148-8-5 and I <br />provides among other things for the creation <br />of an Upper Colorado River Commission. This <br />Commission is, by the terms of the compact, <br />to be selected under state law and the President <br />of the United States to designate the federal <br />representative. Under the statute which rati- <br />fied this compact, adopted by our Legislature, <br />the Colorado member of the Commission is <br />appointed by the Governor and serves until <br />revocation of his appointment by the Governor. <br />On behalf of the Commission, the State of <br />Colorado shall pay his necessary expenses and <br />also compensation in the amount fixed by the <br />Governor. <br /> <br />Mr. Stapleton called me this morning and <br />wanted me to point out these provisions of the <br />statutes so everyone has clearly in mind whose <br />duties pertain to what. The Upper Colorado <br />River Commission is not connected with this <br />Board in any way and the Commissioner is ap- <br />pointed by the Governor. I might say this, <br />some confusion may arise because of the fact <br />that historically the budget for the Upper Colo- <br />rado River Commission has been included in the <br />Water Conservation Board's budget. It is a <br />separate item. This was done administratively. <br />The money goes directly, as I understand it, <br />and has historically gone directly, to the <br />Upper Colorado River Commission for these pur- <br />poses. <br /> <br />Is there anything else that you would like <br />to have clarified, Mr. Stapleton?" <br /> <br />I <br /> <br />"I'd like to have this clarified.
