<br />~vv~ <br /> <br />Congress will adjourn shortly and between now <br />and adjournment some decision has to be,made <br />as to whether or not funds should be appro-' <br />priated this year for the all-federal system <br />1 <br />or not. I trust that the objective behind ~is <br />Board meeting is not to discredit the action 'I <br />of the Upper Colorado River Commission because, <br />remember, this is one state and the Upper Colo- <br />rado River Commission represents more than one <br />state. <br /> <br />I have come to this meeting today thinking <br />that the objective of this Board is not to at- <br />tempt to discredit the decision of the Uppe~ <br />Colorado River Commission. I hope that the; <br />Board is trying to objectively arrive at a , <br />solution and an understanding of this probl~m. <br />I don't know if the Board would contemplate: <br />changing its resolution. I do welcome very. <br />much the suggestion made by ~~. Sparks that ,he <br />and the Board would like to have time to co~- <br />sider the proposals and assurances that our ' <br />companies have given to the Upper Colorado ~iver <br />Commission and I do feel that this should be <br />done. But you must realize, though, that it <br />complicates the situation for us to expect the <br />companies in Arizona, New Mexico, Wyoming and <br />Utah to negotiate with this Board as to the~r <br />wheeling arrangements in their states. The: <br />proper agency, local agency, for our companies <br />to be dealing with in this matter on a regional <br />basis is through the Upper Colorado River c<?m- <br />mission. I want to assure you, though, that <br />our company so far as this matter relates tq <br />the State of Colorado will continue to work, <br />closely with this Board as we have in the past <br />and if Mr. Sparks and his staff want to objec- <br />tively and sincerely examine whether or not' <br />there are substantial advantages, which we Qe- <br />lieve there are, to the project, from the as sur- I <br />ances which have been given to the Upper Colo- <br />rado Commission, we would only be too glad and <br />welcome the opportunity of reviewing that matter <br />in an objective atmosphere with Mr. Sparks ~nd <br />his staff. <br />
