"All right. While the Governor is reading
that statement, there have been three gentlem~n
who have asked to appear. I would like to ask
them if they would make their statements short
if possible so that whenever the Governor is
ready to proceed, I would ask that you relin- '
quish the floor to him. The first one who
asked to appear is Howard Scott. Howard, would
you like to make a statement at this time?"

"All right. The next one was Ralph Sargent
of the Public Service Company."

"Members of the State Colorado Water Con-,
servation Board, Governor, and guests, I'm
Ralph Sargent, Manager of Division Operations
of the Public Service Company of Colorado. I'
would like to make a few brief comments on some
of the things that have been said here this
morning. I believe that this Board is entitled
to know the attitude of the management of our .,
company in respect to this most regrettable
situation that we find ourselves in at this
present moment.

First let me say that our company, from
the very outset, has attempted to keep both this I
Board and the Upper Colorado River Commission "
thoroughly advised of all developments that
have taken place insofar as the preparation of
data and studies and background material. We;
have, at the request of the Upper Colorado Riv~r
Commission, submitted two briefs to the Upper':'
Colorado River Commission, one with respect to
the original yardstic~ system vs. our system
