water boards throughout the state. There are
three communications which ate not in your
files which I would like to call to your atten-
tion at this time. One is from the members of
the Board of Directors of the Southeastern
Colorado Water Conservancy District and says,
addressed to the Director:

'The following telegram was sent to Con-
gressman Wayne Aspinall quote We hereby
express to you our complete confidence
in your position whatever that may be with
reference to the private utility versus
all-federal transmission system for the
Colorado River Storage Project and further
express our gratitude to you for your
efforts on behalf of reclamation unquote.'

Second is a communication from the City
of Delta:

'Following is a copy of telegram sent on
August 19, 1961, to Mr, Harvey McPhail
and to the Honorable Wayne Aspinall, Room
620, Congressional Hotel, washington, D.C.:

The City of Delta endorses the Reso-
lution passed by the Colorado Water
Conservation Board on August 2, 1961,
which recommends the construction of the
all Federal transmission system for
the Colorado River Storage Project.

We also have a resolution from the City of
Julesburg:

'RESOLVED That the Council hereby endorses
and approves the adoption of the resolu-
tion by the Colorado Water Conservation
Board pertaining to the transmission system
for the Colorado River Storage Project.'

Then they send copies of it to all of our
