session, motions were made in public and acted
on in public and all of the legal regulations .

by the Commission.

opportunity to make this statement. If any of
you have questions you want to ask me about, I
shall do my best to answer them. I had better
put on my hearing aid first though. Thank you

est of time and to consider this matter in its
proper perspective, I think that I am going tq
ask that only questions be raised by the Board
itself. If members of the press and others
want to question Senator Johnson or Mr. Sparks
about their particular positions in this matter
I am sure they will be free to discuss it with
you later. If anybody feels that's not a pro~
per procedure they may also state that now.

"I have one, Mr. Chairman. I have no dis~
agreement whatsoever on what the Governor has
said. His interpretation and mine differ somej
what but it does not differ greatly from the
facts that I remember. I do have a question,
Governor. On the second page of your statement,
in the next to the last paragraph - the secon4:
paragraph from the bottom of the page - you
said here that Mr. Alexander submitted some
very interesting charts and that he contended'
that a provision of Public Law 485 limited the
